The Organization also concludes technical studies to the VoIP system’s implantation, which will connect the municipal public power buildings. BRISA, an Organization which has been present in the IT market for over 18 years, offering consultancy services and performing projects related to informatics and telecommunications, has delivered the newest São José do Rio Preto City’s portal. The restructuring had as its main goal to narrow the relationship with the community of the municipality, making it easier for the city’s population to find information about the actions of the municipal public power, besides data about infrastructure, location and available services. The portal is available at www.riopreto.sp.gov.br BRISA has also delivered the technical studies for the implantation of the VoIP System to interconnect the buildings of the municipal public power. With the project specification concluded, the next step is the acquisition of the equipment and services by a bidding of São José do Rio Preto’s prefecture. Besides news, the new portal offers the acces to Rio Preto F@cil Empresa and Rio Preto F@cil Serviços. The former is a tool which allows the user to request a previous consultancy, openning, changes and abrogation related to municipal registration of companies and autonomous professionals. The latter is a guide which lists all the services available to the public by the Prefecture of São José do Rio Preto. BRISA has developed a relationship model for the new São José do Rio Preto’s portal based on innovative concepts, such as the structuring of services based on “Linha e Eventos da Vida” (Life Line and Events), a new proposal of organization, visual identity, systemic structure, navigability and population access by public interest services and information segmentation, which besides discharging the need of knowing the secretary responsible by the service, allows a more focused search on the citizen’s logic. The information is organized in four areas – local population, companies, servers and visitors. The citizen can find information about any given service, necessary documents, places and office hours. Some of the services are already available online, via web, and the goal is to little-by-little extend the number of services offered online, according to the municipal e-gov program. According to Susélide Cristina Tenani, director/president of Empro – Empresa Municipal de Processamento de Dados (Municipal Company of Data Processing), – ‘the portal’s focus, which had a more institutionalized characteristic before, is now more focused on the services offered by the Prefecture. This makes it easier for the citizen to find information about the services they need, and in many cases, get it online’. VoIP System’s Implantation Process BRISA has also elaborated the VoIP System’s implantation project, which is going to be implemented by using the Infovia which is already implanted in Rio Preto. The project has as its main goal to significatively reduce the costs related to telephony. The project specification was concluded and the next step is the acquisition of the solution (equipments and services) by bidding. The technical studies, developed by BRISA, contemplate the detailing about the system architecture, numeration plan, hardware and software specification, quality parameters, additional resources and security management according to the municipality’s needs. BRISA has also accomplished the specification of the VoIP Operator service which is going to be hired and elaborated the corresponding reference terms (technical obligations chart of the hiring edictal). The new VoIP network will allow the users to make external and long distance calls (both national and international). ‘The work performed by BRISA differs from the ones offered by other companies due to its high level of professionalism. The managers and technicians are experienced professionals who add values and considerably reduce the time for implementing the projects. We also benefit from learning the management methods and technics used by BRISA during the project accomplishment in São José do Rio Preto’, explains Susélide. Paulo Toledo, BRISA’s president, elucidates that the organization develops projects which contribute to automatizing the public services to offering the citizens a better service. The project in São José do Rio Preto contributes to the management transparency and creates the conditions that allow more services to be added to the municipalty e-gov policy.
