The creation of a new model of relationship directed to the citizen brings flexibility and dynamism to the Prefecture and allies organizational management to the Internet. In order to improve the communication flow between the Prefecture of São Paulo and the society, BRISA, an organization which has been present in the IT marked for over 15 years by offering its consultancy services and performing projects related to Informatics and Telecommunications, in partnership with UNIEMP Institute, has developed and implanted the relationship platform which originated the new Prefecture’s portal. The goal is to organize the necessary electronic information and public services to satisfy the needs of the society of São Paulo. With specialization in the improvement process of e-gov solutions, BRISA has created a new relationship model, composed by a communication interface on the internet which focuses the users’ needs. The project involved a new proposal of organization, visual identity, systemic structure, navigability and population access by public interest services and information segmentation, based on ‘Linha e Eventos da Vida’ (Life Line and Events) concept. This new concept allows the citizen to have access to public services and information which are organized based on a given moment of their lives or on relevant aspects. For instance, school enrollment for 6 and 7 year old children, vaccine program for the elderly, or even the real state tax payment by the owner of the house. According to Malde Vilas Boas, Municipal Secretary of Management’s E-gov Coordinator, the creation of a specific structure to manage the e-gov provides the municipality of São Paulo with a new way of adopting technology as a differential aspect. Our final customer is the citizen. The new portal makes it possible for us to focus on the population, because it gathers all of the servicing ways in a single relationship channel. We are satisfied with it, because this work was started due to the establishment of policies offered by BRISA’s consultancy services, along with the qualification of the Prefecture’s team for performing such project. The search for the most frequent data in a customized way makes it easier for the requirements to be accomplished. The browsing conception was re-designed based on the population needs and satisfies the citizen’s requirements more efficiently, once they do not need to know the municipality administrative structure to interact with the new portal. By creating a decentralized structure of content management, the portal eliminates the need of migrating from the current services and information to the new platform, allowing the reusing of the current systems. The portal also contemplates a system for publishing contents via segmentation, contact us channels (forms and e-mail sending to the responsibles), dynamic website map, search tool and documents and images database. According to Paulo Toledo, BRISA’s president, it is fundamental for the public services to be automatized in oder to better serve the citizens. ‘This project has the goal of bringing a better organization, quality and transparency to the services which are offered to São Paulo’s community, and it is completely alligned to our mission of promoting the institutional development of the governmental organizations’. Among its main benefits, São Paulo city has now a better access to the public services on the Internet , reducing the need of information intermediaries and population movement towards information desks, which are crowded and with long lines most of the time. To the Prefecture Managers, the advantages are represented by the the more efficient management of the data due to the optimized management of the information flow, which avoids extra costs and improves the service quality.
